MASPEX 2016 | Malaysian Secondary Property Exhibition | The Fourth Edition

The MASPEX since its inception has been annually event for secondary properties exhibition. Due to good response on the turnout crowd at Queensbay Mall, Penang MALAYSIA for last year MASPEX2015 | Penang Edition , this year for its fourth instalment will again be held at Queensbay Mall.

After Penang Star Property Fair 2016 which is mainly targets on primary market with new launches, MASPEX2016 (Penang edition) event will be held at Queensbay Mall from 22 Sep 2016 to 25 Sep 2016. Previous two MASPEXes namely #MASPEX2013 and #MASPEX2014 were at Penang Times Square.

Penang | MM2H | Heritage Building Under Thread To Be Saved

A NON-GOVERNMENTAL organisation (NGO) has expressed concern about the possible demolition of a heritage building in Anson Road to make way for a high-rise condominium tower.

Penang Citizens Chant Group (Chant) adviser Yan Lee said an application for planning permission to the Penang Island City Council (MBPP) submitted on Oct 16, last year, had been delayed since May 12.

The local council’s One-Stop Centre (OSC) portal states that the developer has submitted the application for the construction of a proposed 43-storey condominium block.

It comprises a lobby on the first and second floor, car park space from the first to 11th floor, recreational facilities from the 11th, and 40th to 43rd floor, and 75 condominium units from the sixth to 39th floor.

The application, the portal states, also includes a proposal to demolish a part of the annex at the back of the building and to restore the existing two-storey heritage building on Lot 1146, 19 Anson Road.

Lee said the building’s heritage classification could not be determined as the George Town World Heritage Incorporated (GTWHI) inventory of heritage buildings had yet to be made available.

“The preparation of inventory of heritage buildings is under the GTWHI and heritage buildings are expected to be classified under two categories.

“Category One is for buildings of high architectural and historical values which are not to be demolished, altered and extended except for restoration.

“Under Category Two are buildings with architectural values which are allowed to be renovated for adaptive reuse,” he said.

Calls made to GTWHI general manager Lim Chooi Ping to ascertain which category the building on 19 Anson Road falls under were futile as of press time.

Meanwhile, a photo of the building and a statement that read: “19 Anson Road is a heritage building? I heard the owner (is) going to tear down the heritage building for a high-rise building development.

“Please help to stop and preserve it!!!” was posted on the Facebook page of Penang Heritage Trust (PHT) president Khoo Salma on Wednesday.

Salma commented: “Another endangered heritage building outside the George Town World Heritage Site.

“This one is 19 Anson Road. MBPP, GTWHI, where is your inventory? Penang state, where is the state heritage enactment and policy?”

Under the same post, she also commented “If the Pykett illegal demolition is not appropriately penalised, the present or future owner of 19 Anson Road could just knock it down illegally and wait to get an approval for new high-rise in five years’ time”.

Lee had reportedly said in 2010 that the then Penang Municipal Council (MPPP) had issued a rebuild order to a developer who had demolished a colonial era double-storey bungalow in Pykett Avenue.

The bungalow was demolished before the council’s technical heritage review panel could arrange for an inspection of the heritage building.

When contacted, Salma said it appeared that the application by the developer was for planning permission for “40+ storeys and part demolition”.

State exco member Chow Kon Yeow, when contacted, said the application for planning permission had been tabled on May 12 but not approved.

He said the decision had been put on hold as the application was subjected to compliance with technical requirements.

Malaysia | Why Penang FREE Wi-Fi Hotspot Of 1Mbps Is By No Means Catchpenny?

When talking about freebies nowadays it's hard to come by. However Penang government provides her people with free upgraded broadband WIFI (wireless fidelity). It was reported that the infrastructure of WIFI provider has upgraded their backbone topology bandwidth from 75Mbps to 375Mbps (five times faster) which means those selected hotspots have been upgraded or booster from 512kbps to 1Mbps speed test for end user. Having upgrade done without catchpenny is laudable.

According to Mutiara Buletin source, there will be 600,000 registered users that be going to benefit by this upgrade (FREE internet). That is about 40% of Penang's population. It's been understood that since 2009 the Penang State government has facilitated 1,550 hotspots in stages (Phase One and Two) with the expenses of RM154,200 per month under the state's coffer! (no pun intended)

MM2H | Penang | Moving Forwards | Sky Cab Conceptualization And Conceivable

What a better way to across a channel? In this case, the Penang Channel that separated Penang Island from its mainland besides the three existing solutions of First Penang Bridge, Penang New Landmark | Second Penang Bridge | Sultan Abdul Halim Mu'adzam Shah Bridge and its decades old Penang Ferry Service.

The answer (my friend) is Penang Cable Car or aptly called Penang Sky Cab conceptualization and conceive to be in operational mode in 2018. This will enhance the transportation connectivity between Penang Island(Georgetown) and mainland Butterworth. It'll also ease the current traffic congestion at the current Raja Tun Uda ferry terminal(island side) at Weld Quay in George Town in Penang Island during peak hours.

Penang Chief Minister Lim Guan Eng, who announced the project, said the proposal would link Penang Sentral Transportation Hub in Butterworth to Nordin Street Ghaut (outside of UNESCO Penang Heritage Zone) in George Town along 3km cable car route. The Penang Sentral Cable Car Station would be located next to Penang Sentral Transportation Hub which will become five-in-one traveling hub. The link is said to take a ride of 15 minutes each way. The estimated cost for the implementation of cable car system/sky cab is between RM250 million to RM300 million.

It's expected to conceive in three years time (2018) if everything goes according to technical specifications. The Penang Sky Cab is said to be in advanced exploratory stage as of now. This could also be the precursor of Penang state tourism industry and Malaysia/Penang my second home.

Will the Penang Sky Cab see the daylight? With relative low construction cost, decrease dependency on automobiles, shorter time (15 minutes) to travel to mainland/Penang island (vice-versa) and the site station land in Nordin Street Ghaut that reported to belong to Penang State government, the feasibility seems possible...but only time will tell.

Malaysia | investPenang | Penang State's Capital Investments From 2010-2014

It was reported recently that Penang State recorded RM8.16 billion in investments last year which is more than double as compared to 2013. The investments contribution mainly from its electrical and electronics(E&E) sector as well as biomedical sector.

Of the total RM8.16 billion in capital investments, RM5.11 billion are said from foreign direct investments (FDIs) last year which domestic investments contributed RM3.05 billion. For comparison, the state’s FDI only totalled RM1.79 billion as recorded in 2013.

Refering to figures released by Malaysian Industrial Development Authority (#Mida), Penang’s ranking position in bringing in investments went up to third place last year as compared to fourth placing in 2013 among all other states in Malaysia.

In 2014, Penang is ranked right behind Johor and Sarawak, which recorded RM21 billion and RM9.6 billion in total investments respectively.

The infographic shows the flow of total capital investment for Penang for year 2010, 2011, 2012, 2013, 2014 (quinquennial snapshot) is RM36.78 billion.

The negative percentage indicates that relatively to a year before, the total capital investment value is lower as compare to its previous year. Vice-versa, positive percentage indicates that year is better in total capital investment performance versus the immediate previous year.

The crux of the matter is that every year there's investment(in billion) done by Penang State.

PS: For year 2012, the figure RM2.47 billion is without the inclusion of RM2.90 billion from Northern Corridor Investment Authority(NCIA). If included it was then be RM5.37 billion.

It's good to see that Penang has its mid term and long term investments been pursued as whatever investment by Penang State will normally take 3-5 years before been implemented or might not come to fruition. Example, the result of Penang's Total Capital Investments for 2015 might come to reality in 2018.

9 reasons for Penang real estate market in gloomy and doomy

We're coming towards the end of year 2013. As for year 2014, ever since the #Budget2014 annoucement the real estate market will be placed into regulated control. As with #Penang State government, she has taken additional steps towards damage control to curb property speculation. Below are the chronology of events that expect to take place:
  1. 1-Jan-2014: [Malaysia] Stricter bank loan(effect with net purchase price instead of gross purchase price, example if gross purchase is RM1,000,000 with 5% discount then net purchase is RM950,000). The #SPA will be registered as RM950,000 instead of RM1,000,000 . 
  2. 1-Jan-2014: [Malaysia] Increase in #RPGT. Check out http://www.vulcaninternational.blogspot.com/2013/10/penang-property-malaysia-real-estate.html for more details. Refer to table below: 
  3. 1-Jan-2014: [Malaysia] No #DIBS(Developer Interest Bearing Scheme)
  4. 1-Feb-2014: [Penang State] 5-year rule. Owners of affordable homes bought for below RM400,000 on the island and RM250,000 on the mainland would be barred from reselling their properties in the first five years of ownership. Chief Minister Lim Guan Eng said affordable and public housing owners who wished to sell their units during the moratorium RM400,000(only can dispose after 6th year), for mainland RM250,000 would have to appeal to the state government, and if given the green light, could only sell to qualified “listed buyers from middle-income group” who were registered with the state housing department. Lim said in a statement that the new rulings would cover future and past purchases.
  5. 1-Feb-2014: [Penang State] 10-year rule. Future and past purchases of up to RM72,500 only can dispose after 10 years. That is to say that owners of public housing low and low-medium cost units bought for RM42,000 and RM72,500 respectively or less cannot sell their units for 10 years. Effective date should be based on SPA. 
  6. 1-Feb-2014: [Penang State] “A two per cent levy will be imposed on the seller, for all properties(including land) sold within three years from the date of the Sales & Purchase Agree­ment(SPA) signed from Feb 1, 2014. Property bought with the SPA signed before Feb 1, 2014, will not be subject to this levy. This two per cent levy is not applicable to affordable housing. All levies will be collected by land office.
  7. 1-Feb-2014: [Penang State] The new regulations also stipulate that foreigners(non-citizens) can only buy property valued at RM1mil or more, and the threshold is increased to RM2mil if it is a landed property on the island.
  8. 1-Feb-2014: [Penang State] A three per cent levy would be imposed on properties bought by foreigners, but an exemption would be made if the property is for industrial use, or “promotes employment, education and human talent”, said Lim.
  9. 1-April-2015: [Malaysia] #GST(Goods and Services Tax) of 6% to replace SST(Sales and Services Tax) which is 15 months to go.

KUALA LUMPUR: Rental rates for purpose-built offices in Kuala Lumpur were generally stable in the last three years, except for certain suburban and city centre areas which showed an upward trend, according to the 2011 Purpose Built Office Rent Index (PBO-RI) for Federal Territory of Kuala Lumpur.

“Looking at the data... the market is still good,” National Property Information Centre (Napic) director Dr Zailan Mohd Isa said at a pre-launch briefing of the 2011 PBO-RI which will be launched today.

The rent index has four regions, namely Kuala Lumpur City Centre-Golden Triangle (KLCC-GT), Centre Business District (CBD), within city centre (WCC) and suburban.


According to the rent index, average monthly rentals for purpose-built offices in the WCC region had increased gradually from RM2.92 per sq ft in the first quarter of 2009 to RM3.46 per sq ft in the fourth quarter of 2011.

This meant that average monthly office rentals in the WCC region had increased 18.5% over a three-year period.

It was also noted that average monthly office rentals in the suburban region had appreciated by 13.2% over a three-year period, rising from RM3.10 per sq ft in the first quarter of 2009 to RM3.51 per sq ft in the fourth quarter of 2011.

The suburban region includes Bangsar, Bukit Kiara, Damansara Heights, Jalan Pantai Baru, Jalan Istana and Jalan Syed Putra.

“Companies may be relocating to the suburban areas,” said Zailan.

Meanwhile, although the KLCC-GT region is the most sought after location in the city, average monthly office rentals were stable (a slight rise from RM4.60 per sq ft in the first quarter of 2009 to RM4.66 per sq ft in the fourth quarter of 2011).

However, the CBD region suffered a drop in average monthly office rentals, from RM3.46 per sq ft in the first quarter of 2009 to RM3.27 per sq ft in the fourth quarter of 2011.

For the entire Kuala Lumpur region under review, average monthly office rentals had increased sightly over a three-year period, from RM3.91 per sq ft in the first quarter of 2009 to RM4.04 per sq ft in the fourth quarter of 2011.

The rent index, which will be produced on a quarterly basis, is developed by Valuation and Property Services Department (JPPH), with assistance from Universiti Teknologi Mara (UiTM) and University of Malaya.

Zailan said it was the first rent index of its kind in the Asean region.

“It is based on data from actual rental agreements, and not asking rates.”

The rent index defines purpose-built offices as buildings with office use of not less than 75% of net lettable area, and has compiled rental data from 6,831 tenancy leases from 167 buildings.

Zailan said the rent index's aim was to provide a guide on current market rentals for investors, and a benchmark for the financial stability of the country.

“We also want to attract multinational corporations to set up regional headquarters in Kuala Lumpur,” she said.

Zailan also said the PBO-RI would be expanded eventually to cover all the major cities and towns in Selangor, followed by Penang and Johor.

“Getting data is the most dificult part. We urge all property managers and owners to co-operate with us in providing data.”
